Far more likely that MS told IBM something like:

You know that deal you have where you licence Windows from us at $5.00 
a seat? Well if you don't shut up about us using OS/400 we'll charge 
you retail.

They did similar things whenever IBM started pushing OS/2 and withheld 
access to W95 etc. etc. etc.

I'm an unforgiving sort ...
