Does changing the format of the cell to text do anything for you? 
Right click > 
Select Format cell > 
In the Number tab select text

I had the same problem but I can't remember if changing the format of
the cell did anything for me.

It actually has the leading zeros in the csv file itself,  they just
don't show when I open it Excel.
