How does one make an informed decision on this?
What does it mean:  150 minutes per database, system or what?

On our machines, CHGRCYAP is set to 150.  I wonder how that number was
picked?

System Managed Access Path Protection (SMAPP)

basically, the system will automatically journal selected access paths so
that your recovery time is within a specified limit if the system ends
abnormally.
