Right. Verizon requires authentication to use their server. It doesn't matter if you're using their network or not. I haven't read the RFC, so I don't know specifically how it works. I really don't think the AS/400 SMTP server can do it, though.

Since you asked in another post what the benefit would be of using a mail router, it's because your IP address looks dynamic (whether it is or not) and is likely to be listed on many block lists and individual servers. It's the rdns that causes the problem: bdsl.w.x.y.z.gte.net where w.x.y.z is your IP address.
