HTTP server create error -- MIDRANGE-L

I am receiving the following error message when trying to create a HTTP server 
with WAS Express. Does anyone have a clue as to what might be causing this? It 
appears I should have authority to this directory, although this config file is 
not there.

configuration file /www/slfiweb/conf/httpd.conf.
