What threw me was the "RCVF will not share".
But OVRDBF has a SHARE(*NO) which solves that!

OK, what I ended up with was:

PGM A populates file on each iteration, then within the loop calls PGM B.

PGM B:

DCLF
OVRDBF     FILE(OPS301F) TOFILE(QTEMP/OPS301F) MBR(*FIRST)
OPNDBF     FILE(QTEMP/OPS301F) OPTION(*INP)
POSDBF     OPNID(OPS301F) POSITION(*START)
RCVF
PROCESS: /*each record until EOF*/
etc

Works perfectly.
