My company, RJS Software Systems Inc. offers a commercial product called: 
RPG2SQL Integrator that allows you to directly read/write a MS SQL Server, 
Access Database or Excel spreadsheet right from an RPG program. 

Instead of running a regular sync process from the PC, you could have an 
AS/400 program read the database as needed to retreive data from the 
Access DB or update the Access DB. 

This is  very easy to do from within an RPG program. 

I can provide a demo at our booth or you can download a FREE demo version 
from our web site.
