The "Who: who measures whether or not I am the best technical & service delivery entity is my customers, so I would ask them what they thought the definition is. And then I would listen intently to their replies. If experience serves me, I would expect their replies to fall into two broad categories - the evolutionary (incremental) changes that you can implement this month, and the revolutionary, wild, and preposterous ideas that seem like they are in deep space and would take for ever to get done (if you could fund them). I would start implementing the evolutionary changes today. And start planning for how to implement the most revolutionary changes as soon as their cost/benefit analysis _approaches_ alignment - but never take my off of the revolutionary.
