We recently increased memory in our Model 720. Memory is installed from the
bottom slots to the top. 

You do need to power down the system and remove a _bunch_ of screws to get
the side cover off.  The System Handbook says that the 730 also has a
"Continuously Powered Main Storage" - battery backup for the memory. I
remember the maintenance manual had instructions on how to handle that. I'd
suggest you find that and follow the directions.

I have a 730 currently with 2 512MB cards.  I just purchased 2 1GB cards.
I have a diagram that shows all of the possible slots the additional memory
can go in, is there a proper location?

And I assume that the 400 has to be off to add them, right?
