This is a guess but did you try command DSPVTMAP ,
after you sign on it tells you what keys map to F keys.

As an aside DSPVTMAP now says
 DSPVTMAP
 DSPVTMAP COMMAND NOT ALLOWED FOR THIS DEVICE.
when I use it from a client access session,
but it still works from the MS telnet client.
