John: I've never heard of "the AS/400" limiting use of ports in that way... unless it was specifically configured to do so. (That doesn't mean it doesn't happen.) First thing I'd check is port restrictions. Try CFGTCP and take option 4, Work with TCP/IP port restrictions. Maybe.
