It is the same thing -- I remember the dumb terminals with it as well
-- and after using the CA "Hex Mode" function you then enter two hex
digits and it enter that character at the current cursor location,
just like on the old dumb terminals.

What is different though, is that in IBM's infinite wisdom, CA
restricts the first hex digit to 4-F, thereby defeating the ability to
enter screen attributes in the 20-3F range.

The apl macro method works, but needs a different key combination for
each attribute (not that there is anything wrong with that...).  The
Hex Mode function lets you enter any value from x40 - xFF.
