I've wondered this, as well, esp. since V5R3 is more stringent about this. 
I've dug a little and think there is no problem if you are a 2924 single 
language system and have always been such. Your job gets a so-called 
default CCSID, which is based on the QLANGID, basically, so for ENU it is 
37, which is what you want anyway. In DDS, if CCSID is not specified, it 
uses this default job CCSID, so you have had this setting through this 
default handling, I think.

I just changed ours - will see what happens.

CRTPF has a CCSID parameter that seems to apply when you create a flat 
file, no DDS.
