Usually this means that the user has a Windows user profile that matches their iSeries profile, but the passwords do not. When they try to access a NetServer share the Windows password gets used and disables their NetServer profile. You can fix this by running CHGUSRPRF against the disabled profile. Using Ops Nav go to Network->Servers->TCP/IP. Right-click on iSeries NetServer, and select Disabled User IDs. Select the User ID and click Enable User ID.
