I cannot imagine needing the HMC up for QPWRRSTIPL to actually start the 
partition.

Read the help for CHGSYSVAL QPWRRSTIPL:
On a partitioned system, this system value can only be changed from
the primary partition or the hardware management console or service
processor.  Whether or not a secondary partition is IPLed at the 
same time as the primary partition depends on the secondary 
partition's configuration value for IPL action. 

So I would use the HMC to find out how to do that.  I'd flag you down the 
steps but my HMC is doing an upgrade now.

Rob,

The BP who sold them this thing thinks that perhaps we need the cable
attached or order to set the QPWRRSTIPL system value (?).  Also, if the
value is set to 1, to automatically IPL, will that "Automatic" part will
still be contingent on the HMC being "awake" when the 52o IPL's.

In other words, if both the i5 and the HMC power off because of a power
failure and then utility power is restored, will the 520 automatically IPL
even though the HMC hasn't powered up?  If that ISN'T the case, it seems 
to
me like the HMC would also need some sort of UPS software to shutdown and
power up automatically.

It will be good news if the 520 can IPL without benefit of the HMC if
QPWRRSTIPL = 1, we'll just need to get the cable attached.
