FYI to anyone interested. The problem (10+ sec delay) turns out to be related to system debug server (graphical) not operating correctly (appears to be having an authority issue). Navigator says it was "stopped", but it was actually running ( QTESDBGHUB ). Once ended, the delay is gone.
