RE: authority prob-FTP to production changing authority

Can some one comment on this, would be greatful if i can hear some voices on

        Is this something new or always like that ? It is not the first time I 
change at development and ftp to production, so I am wondering if this is a new 
security level ?

        the PUBLIC authority for the queries was *EXCLUDE. This was causing the 
error in running the query. However I changed the PUBLIC authority to *ALL  and 
ran the query.
