The system password I've seen (9404) is versioned.

The password is based on System Serial#, Type/Model, Feature Code, Processor
Serial# and a Password Version code.  It's this version code that changes
(either incremented or random generated) that causes the password to change.
The password prompt screen gives you 10 tries to guess correctly before the
system locks up requiring another IPL.

Given this is now ancient stuff, IBM should just publish the algorithm and
be done with it.  8 years when I called to request a passwordit took them a
while to figure out how generate it for me.  Simply a waste of everyone's
time.
