13.2 at 10/inch is 132 print positions.  The old tab card equipment printers
had 132 printer bars, hence the paper was 13.2 inches wide, plas the edges
for the pinholes.

IIRC, the 198 is perforation to perforation. Total width of greenbar was
14, so the 13.2 makes sense. Tractor feed takes up the rest.
