I don't think so. I have them in V5R3 QSYS and I didn't put them there myself.

The commands for program products are generally copied into QSYS as 
part of the product installation. What's the bet that IBM no longer do 
that for PDM etc. because they want you to use the client development 
tools? If you can't start SEU or PDM on the green screen than maybe 
you'll just install the client tools? If you are persistent enough to 
either duplicate the commands yourself or run QPDA/WRKMBRPDM then you 
get the advertorial about using the client tools. Cute!
