Bob: As others have said, if copies of the commands are not in QSYS, the install did not complete properly (unless someone later simply deleted the commands). The install might have been done incorrectly, or some problem happened at install-time that was never resolved. Regardless, your starting point now is to remove the program product and go through the install process -- I'd go with option 11 on the LICPGM menu to install.
