There is a system value for user Library list QUSRLIBL and system Library
list QSYSLIBL. But user library list in the user's job description will
override that. Check your user profile for the JOBD parameter. Then do a
DSPJOBD MYJOBD. There is an initial Library List page.

Where do you go to add QPDA to the library list when a user signs on?  Is
it
a system value?
