Charles, you don't get it.  This is OLTP.  I am getting the master
records for data entered on the screen by a user.  There is no
INPUTFILE.  They are entering one item number and asking me to validate
it.  This would also be the case for a web service requesting the
information for a specific item.  We are not processing a set of data
here, just a single item.

In this case, %char(rptr) would be replaced with the item number the
user entered on the screen.  The %char(rptr) is being used in this case
to simulate a random item number.
