Some commands that require the user to have *ALLOBJ special authority have public *USE authority while others have public *EXCLUDE. Sometimes a command will require a special authority only when some parameters are used. You will not be able to get a list of commands that require specific public authorities by looking at the command objects or their public authorities. If I needed to produce a list of commands that require a specific public authority I would start with Appendix D from a PDF version of the Security Reference manual and then use the FIND and FIND AGAIN functions of the viewer to scan for the special authority. Most of the time you will find the special authority only mentioned in a footnote following a table in the appendix. Every command that uses that footnote will need the indicated special authority.
