While it's true that PSF is not required for all IPDS printers.

It is also true that it is required for all LAN attached IPDS printers.

Thus, the original poster does indeed need it.

My simple version of the rules:
PSF/400 required:
1) IPDS is LAN attached
2) printer DEVD has DEVTYPE(*IPDS) and AFP(*YES)
3) you want to print spool files defined DEVTYPE(*AFPDS or *LINE or
*AFPDSLINE) to an DEVTYPE(*IPDS) printer

PSF/400 not required:
1) twinax attached, DEVD has DEVTYPE(*IPDS) and AFP(*NO)
2) spool files defined DEVTYPE(*IPDS)

Interestingly enough, spool files defined DEVTYPE(*IPDS) cannot be sent to
ASCII printers via Host Print Transform.  But you can change the spool file
to (*AFPDS) and HPT will handle it.  Though there are some limitations when
compared to what and DEVTYPE(*IPDS) AFP(*YES) would be able to do.
