It may not be a problem with the deployment. You're VB app might be establishing the AS400 connection and then passing the Connect String or Connection Object to Crystal. If that code isn't invoked before trying to use the Crystal Report module of your Application the module would fail. That type of code is normally the first thing that executes when an application gets started but there's no gurantee that's the case.

As a test, find the VB code that connects to the AS/400 and move it to the Startup Subroutine or the Load Event of the Main Form. That way it will always be invoked before your Report Module. See what happens then.
