By address do you mean email address? I doubt that, as they can be made up or just use someone elses.

Do you mean IP address? Maybe but with wireless being setup so unsecure, I do not think that will last if it is the case.

Now if you mean they have a valid account and password to sign in, I would agree with that, as this is common.
