I presume what you mean is, you're looking to publish a licensed program.

There's an authorization code system built into the operating system,
accessed through the same APIs by which you would package your product the
same way IBM Licensed Program Products are packaged.

Or you can roll your own, which involves setting up an encryption
algorithm on the serial number (and possibly the model number as well),
perhaps an expiration date, possibly a user-based license limit, and
various bytes identifying the product and its options.

If you don't already have such a homebrew system in place, you might well
be better off using the one IBM provides.
