RE: Reverse DNS - where is it?

I called Verizon and they said they have nothing to do with it, I have to
contact register.com.  But if I am beginning to understand it ever so
slightly, wouldn't Verizon be the one for reverse DNS because they gave me
the static IP address of 66.15.42.200?
