That sounds something you should manage by getting PF info via API or 
DSPFD .... OUTPUT(*OUTFILE)

This still depend by the WAITFILE parameter in your PF; by default the clp 
should "hang" for 60 seconds and the run into error; here you can MONMSG 
CPFxxxx

I'm using wrkobjlck and already have exclusing no-read locks on the the 
objects (files). 

I want to prevent the CLP from hanging if it attempts to add a trigger 
that has already been attached to the file. And in the same manner I want 
the prevent the CLP from also hanging if it attempts to remove a trigger 
that isn't attached to the file.
