Dave,

You need to go to your business partner (the company who sold you the
iSeries) and have them order the licensed programs.  They will take care of
the paperwork and ordering.  There is some additional paperwork they will
need to complete because of cryptographic export regulations.  It should be
a painless process for you by using your business partner.
