They have. But you have to pay extra for it as part of the BRMS license program. My guess is that it was added to meet demand of the larger customers, ie. those using BRMS. Point being, (I think ;-) that a SAVSPLF command doesn't make sense to IBM. If you need it, then you need the management that BRMS or other packages provide.
