I finally have an answer thanks to a helpful guy at IBM support.  The
correct code to send is X'0D', but you can embed different hex codes into a
DDS PDF417 barcode all day long (just as I did), and the iSeries will
convert all your efforts into blanks if you have this particular setting in
your printer file.  This is the default.


 Unprintable character action:    RPLUNPRT
   Replace character  . . . . . .                *YES
   Replacement character  . . . .                ' '

Change it to:

 Unprintable character action:    RPLUNPRT
   Replace character  . . . . . .                *NO
   Replacement character  . . . .                ' '
