I agree completely. Monitoring one or two programs would be ok, but trying
to monitor *ALL programs would be completely unmanageable.

Yes it does.  Calling a program that has *ALL auditing turned on will
generate a T/ZR entry.  But counting all of those up could be quite a
chore, not to mention the storage issues.
