Agreed. I had in mind an "official" collaboration between IBM and M$, where
all the internals would be available, not just a weekend project in Dr.
Frank's garage. :-)

The source code for Linux is available so it can be recompiled for the 
processor that it is going to run on.

Without the source code for Windoze, it either has to run on an Intel 
compatible processor or run within some kind of emulation process.
