You should be able to use the Presystem Request Program Exit to get control and test what your user is currently doing. You could then block them from System Request selectively. This exit is documented in the Work Management category of System APIs. Other APIs that may be of interest would be Retrieve Output Information (QWSRTVOI) to determine what the last display file record format written was and Retrieve Call Stack (QWVRCSTK) to determine the current call stack and what function they might be in.
