Don't have any physical color dumb terminals, so I wouldn't know.

The only thing still blinking are the monochrome terminals.  Oh well, at 
least on them, it's not red.

Rob, I'm a little late to this, but two things I didn't see mentioned:

1) In my experience, there is no blinking when using color terminals. 
YMMV depending on the terminal/emulator software.

2) Your MSGF reference.  Don't know if you're wanting to show different
attributes on messages displayed...  This will work for messages displayed
in a message subfile, but if you do a F1=Help on such a message, the
attributes in the message show up as "blocks" and the colors / underlines
do not materialize.
