So if 'command name' contains CHGSYSVAL, and any portion of 'original command string' contains QDATE, then alert the world. Granted, stopping people from changing the date on the fly by securing CHGSYSVAL might not be a bad idea. Performance wise, you better make it quick, because it WILL get called every time any command is run. Busy today or I'd see if there was something more direct for system values.
