Subject: SQL DEvelopment Kit

We're looking at getting a new iSeries and it has the SQL DEvelopment Kit.
The description is:

SQL Development Kit contains SQL precompilers for developing database
applications in several programming languages. It also includes an SQL
statement processer for SQL scripts and Interactive SQL, a prompt-driven
interface for testing and running SQL statements.

Does this mean it comes with Interactive SQL or that it is necessary for
interactive SQL?
