Same reason that a 4 month old MRP report is not what you want your 
planners using for shop floor production.  The online memo to users, and 
other books in the infocenter can, and do, get updated.

Seems a rather obtuse way for IBM to spread the info all over, what used
ta-be in a single Planning Guide.  But that's become a hallmark of the 
whole
Info-less Center approach to documentation.  (Not to say the bookmarks
aren't appreciated, Rob, as I've "bookmarked" your post here...  But
question WHY the Planning Guide was replaced by click-this-click-that
approach.)
