For the benefit of the archives, I'm posting the resolution.

It turned out that you can use CTE inside a table UDF.  The problem was
simply an error in my syntax.  I wish I could say exactly what the syntax
error was, but I don't have/remember my original syntax or the original
error I was getting ;-)

I think part of it was simply a semi-colon that didn't belong.

Also, I did find out you can't have an order by clause in a table UDF.
