If you are talking sales and/or transportation taxes, that would be true.
If you are dealing with property taxes in Texas, we have up to 8 levels of
"entities".
Fed, State, County, City, School District, Water District, Hotel/Motel,
Airport.
They are also proposing a few more for agricultural and forestry tax
entities.

No, real standards in tax handling are not common, though help may be coming
in the future.  Most tax software uses some sort of "geocode" to determine
an address' inclusion in a taxing authority.  For any transaction, you may
need to supply up to three geocodes (ship-from location, ship-to location,
and order acceptance location), so that the appropriate tax rules can be
determined.  Geocodes might be a variation on the FIPS codes from the gov,
or it may be a compound key of state number, county number, and
municipality, though that doesn't always cover all taxing authorities......
Zip codes are NOT acceptable for this.....

The possibilities for getting the rules wrong are HUGE, as each taxing
authority can abide by whatever rules it wants....  Honestly, this is one of
those problems best left to the pros.

Expanding a database to handle multiple tax authorities,
like city, state, county, airport, federal, "other". Is there a standard
code or id for taxing authorities? Any kind of national listing?
Using a tax package has been ruled out (this has to fit inside 
another package).  Customers spread over US. 
This is parts, labor, and fuels.
