I ftp'd on port 21 and here's the ftp log:
  Connecting to remote host xxx.xxx.xxx.xxx using port 21.
  220-QTCP at xx.
  220 Connection will close if idle more than 5 minutes.

  230 xxxxxxxxxx logged on.
   OS/400 is the remote operating system. The TCP/IP version is "V5R2M0".
  250  Now using naming format "0".
  257 "QGPL" is current library.

I'm beginning to think that their firewall is the culprit.  I'll get those
guys to peek into this issue.
