Leap Year

"It is a Leap Year if the four-digit year can be divided by four, unless the
four-digit year can be divided by one hundred, then it is not a Leap Year,
unless the for-digit year can be divided by four hundred, then it is a Leap
Year, unless the four-digit year be divided by 4000, then it is not a Leap
Year, unless the four-digit year is two-hundred or six-hundred years after a
Leap Year that is divisible by 900, then it is a Leap Year."

Got that? Clear as mud.  Thanks to the Ohio Department of Administrative
Services for this cracking enlightenment.
