Software Product APIs: Missing API?

In order to use OS/400's built-in capabilities for managing licensed software 
you can either buy IBM's SystemView System Manager (SM1) product or you can 
program the corresponding APIs.

There appears to be an API corresponding to each System Manager command.  For 
instance, to substitute for the Create Product Definition command, CRTPRDDFN, 
you can use the built in QSZCRTPD API.

However, it looks like one API is missing.  The Change Product Object 
Description command, CHGPRDOBJD, doesn't seem to have a corresponding API.

Does anyone know whether there is an API to match that command, or 
alternatively how one could accomplish the same functionality as the CHGPRDOBJD 
command without purchasing the whole System Manager Product?
