First question "Is it plugged in?" Actually, go to OpsNav, to Network->Servers->TCP/IP (I think). Then see whether NetServer is active. Or, if you are on V5R2, go to QUSRTOOL (install if need be) and create the GO NETS tool, which gives you a menuf or managing NetServer.

If active, check for disabled user profiles. This is available by right-click in OpsNav, somewhere. I don't know if "net view" requires log in. If you are on 89, user ID and password must match the iSeries.

There are a couple troubleshooting documents in the Software Knowledge Base for NetServer, also.

The jobs that handle NetServer start with QZLS* - find out the job description in use and change it to LOG(4 0 *SECLVL) LOGCLPGM(*YES), then stop and restart NetServer. You might get some logging this way.

The firewall is not reporting any denied packets in it's log.

There aren't any relevant messages in Qsysopr.

Is there a way to view some kind of log on the AS/400 to see why it is
not responding to the session start request?
