Clearly if the UPS is asserting the 'weak battery' and 'on battery' signals the only thing OS/400 CAN do is shut down, how could it know to do anything else? This means you need to work with the APC folks to find out why the 'on battery' signal was asserted. IMHO the UPS was lying to OS/400 and there's just not much you can do from the OS/400 side.

We have installed and utilizedl a lot of APC UPSs over the years and I've not seen this behaviour from them before. I would check with APC support.
