You may find the answer in the way the jobs are started in the LAW7 
subsystem.  If the jobs are Prestart Jobs (PJ) they can be easily ended with 
the OS/400 command ENDPJ.  In that model they do not need to replicate 
functionality in the OS.

If you do a garden variety ENDSBS LAW *IMMED, do the jobs end or hang up?
