We've developed an API called isholiday() that determines if a given date
is a holiday.  A description of it is at:

The neat thing about it is that you specify what holidays you want to
observe, not what dates those holidays fall on.  In addition, you can
specify what day to observe the holiday when that holiday occurs on the
weekend (like if the holiday falls on a Saturday, observe it on Friday).

Basically, isholiday() takes a given date, checks what holidays you have
specified you want to observe, then applies various rules of when holidays
occur to determine if the date is a holiday.
