I don't recall them getting that specific but in the past it was often a Catch-22. The Groups would say "Do the CUME" first, yet in the instructions for the CUME, just before you start it would say "If you have any other PTFs do those at this time." I always took that to include the groups. Chicken, Egg, Chicken, Egg....

My theory also is that since PTFs on the Group often supercede PTFs on the CUME why not do those first. That way when the CUME goes on those PTFs are skipped as already superceded. Seeems like it should save time and grief to me.
